The issue has been fixed and the notices page now loads properly and without using abnormal amounts of memory/RAM.

Update
We have finished rebooting the server and the problem still seems to be persisting, we are continuing to investigate and in the meantime are escalating this to our server provider. The rest of TinglyTube is still operating as normal.

Investigating
We are currently investigating an issue with the Notices page not loading and using an excessive amount of system/server memory, we will be restarting our server in few minutes to see if it will fix the problem.
